充电设施建设涉及多个部门，关乎多方主体利益。目前没有合理的盈利模式，建设仍然主要靠政府来推动，通过制定优惠政策鼓励推动充电设施的建设和运营企业的输电运营，然而不找到合理的模式，无法从根本上解决盈利难的问题。2014年国家电网建成的400余座充电站，几乎全线处于亏损状态。国家电网早在2012年就在嘉兴建了沪杭高速电动车充电站，然而利用率极低。南方电网公司在深圳建成的7座电动车充电站也是每年处于亏损状态。
